In 1946, a portion of Elk Falls Provincial Park was transferred to the BC Power Commission for construction of the John Hart hydroelectric project near Campbell River.

The project included the construction of three 12’ diameter wood stave pipelines to carry water from the John Hart Spillway Dam to the generating station. The wood stave section is the upper, low pressure segment of the 1.8 kilometre long pipelines – the lower, high pressure section is welded steel.

The pipelines will be replaced by a 2.1 kilometre long tunnel as part of the construction of a new generating station at John Hart. When decommissioned the wood stave pipelines will generate 880 m3 of waste.
