
I’m not an expert but it sure don’t look active – I suppose though, that this is a formality, a matter of liability, and maintaining control over the right of way. The right of way is largely used as a recreational corridor in many areas, it’s riddled with pedestrian crossings both sanctioned and not, and even road traffic mostly ignore the stop signs at level crossings.
It will take quite the effort to reeducate the public should they ever get trains running again on Vancouver Island.
